And if you have enough millions of dollars, they'll happily let you in. 
If not... you'll probably have bad luck. Just like in most "rich" countries, foreigners trying to immigrate are usually not too welcome, especially if they are poor and come for economic reasons. Apart from the fact that they are unpopular among large parts of the population, there are usually so many people who want to immigrate that the governments choose wisely whom they let in.
