People don't really say the Wii U isn't a 8th gen console. They're saying it is a 7th gen console from a graphics and horse pwoer perspective. The PS2 was by the mean a 5th gen console when it comes to its power. It offered quite a huge leap forward. In fact, when it came out, it was more powerful than PCs for a short while.

Now, the Wii U offers roughly the same graphical/technical fidelity as the 7th gen HD twins. Yes, it is most likely slightly more powerful. But it's not the leap we get from one gen to an other since the beginning of the game consoles history. Definitely not the leap we got from PS1 to PS2, PS2 to PS3, or PS3 to PS4.
