It's hard to be consistant because height and muscle mass play an important role too. Shorter people can look fat with a lower % because they are stubby, and women store fat in their breasts, so large breated women will be skinnier with the same body fat percentage.
Plus muscles and bone density can change the appearance of a person slightly given the same body fat %.

25% is where I full out call them fat, not just a little fat, fat fat. 20% depends on the specific women, I would say some girls are a bit curby (meaning a little fat, but still good looking), 22% is where all girls look curvy (so fat, but still good looking). 25% and up is just gross.

That's not a well explained reason why women have more fat on them (but can pull it off). Women genetically store more fat to prepare them for childbirth. It's the same reasonwhy women have large a large pelvis (hip).
Since women have larger hips, they tend to have a larger ass to go with it, and with larger hips, you can have more belly fat before your skin starts to stretch.

Also I kinda agree with you on 15%, but I like a bit of fat on my girls, so that's why I like 18%. 15% looks good only on athletic girls, if the girl is just super skinny, it's a bit gross.
<15% it's a bit gross and stringy, I don't like that. 15-20% looks good.
