Yeah, Japan has two cultural factors that give rise to this kind of thing

1.  They are the kind of place that works really hard, so they play really hard.  Over there it's not just a cliche'd saying, but how they are.

2.  They are some kinky mothers over there.  That's why they have all kinds of tentacle porn which is basically bestiality, but whatever.

Whatever you mentioned is most definitely illegal as are panty vending machine, etc.

And really, tentacle porn was created for not the reason you listed at all. Genitalia has to be censored whereas tentacles do not. Of course, there's crazy stuff for everyone, but that's not something that's listed to Japan...
