Nah, you could do it easily if you just learned what a few tools are. I cheated to get most of this stuff by grabbing other images. For example, Lucario's Aura Sphere is actually a cut out of Naruto's Rasengan with a blur effect and outer glow effect added to it. The background and green border look like that cause of a simple spray filter.
