Change is great when it is a change for the better.
They have been trying to cater to a bigger audience for about 3 main games so far, hasn't exactly worked gang busters.
Nothing is really wrong with the on rails missions, it isn't exactly like you don't see plenty of shooters that restrict you to a set path where the player must advance through the equivalent of a cooridor or a tunnel to reach a target. Besides, nothing says you can't have more free range missions and one of the highlights of the Star Fox series has been the different paths you can take through the missions so having a bit more of that would be well in line with some of the best aspects of the franchise.
There are plenty of ways for Nintendo to foster new gameplay aspects without sacrificing what the franchise's already fanbase wants from a Star Fox game, they just have to actually put more effort into it besides dropping off an outline with a 3rd or 2nd party developer.
Edit: The fact is the people clamoring for Fox and Falco to have some sort of dramatic story are small, if Nintendo wants the franchise to do well, they need to get the gameplay and presentation back up to levels where it is a fun and great experience. They have the foundation, they just need to build on top of it rather then trying build off to the side.
