I don't think so. 3rd one was developed by Rockstar Vancouver, not Remedy so I think it will rather be more similar to the frist two games.

Than yeah it will be definitely similar. Bullet-time and shooting from different angles and positions like, for example laying on the ground is the most distinguishable characteristic of Max Payne games, so I bet it will be close to what MAx Payne 3 had regarding shooting.
