That was about FB2, not FB3. Read the actual Twitter statements in that article.
FB2 was very CPU clock rate dependant. It was designed around a clock rate of 3.2 Ghz as the PS3 and X360 are. FB3 wasn't designed for such high clock rates so it will run a lot better than FB2 did.
