It does. What's also awesome is that the games are simply time stamped with the date your sub ends. If you start subbing, you lend your console to a friend that doesn't have internet like I did, they can play all of the games on your HDD no problem. Doesn't matter if they hold your console for months. Those games are active for as long as they're supposed to be. With SONY allowing you to access and purchase things from the SEN store via pc now, I didn't miss a single free game that I wanted from the service.
Btw, anything you get on a PSN+ discount is yours to keep with our without an active subscription. If you got something at a 99% PSN discount and paid 5 cents for it, it's yours forever. Or as long as you can keep a back-up, I guess.
