We don't need to be always online when PS4 and Vita present in same building which needs only Local network to play the games. Can we do that with other consoles?

I was just being sarcastic, It was pretty awful not being able to play single player games without being online. But to be able to play PS4 games on a portable device from another place would obviously not be possible without an internet connection.
