It would be best for them to remain third party, so I'd choose Namco, because they're localising a lot of Tales games right now.
If not, then I think they should go to Sony. It's where the fans and their best selling / highest rated games are right now, and it would give Sony a much needed push in Japan (Persona 5 for Vita anyone? 
).
