Then answer me this: Will WiiU passing Gamecube be considered a milestone? Maybe it won't, since Gamecube did so poorly. In my opinion, passing a system is more noteworthy than passing 2m.

If you limit it to just Japan, then it wont be.  Gamecube really did its best in North America.  Global sales, yes it is a mile stone because 20m isn't really bad, it was just really bad in comparison to the competition.  But XBox 360's sales in Japan are beyond horrible.
