No. Andrew Ryan isn't Booker. Neither the timing, the location, the ideology, nor anything else really makes that work. It is theoretically possible that Comstock went through a portal to the world of rapture (there is the implication that the songbird technology is from Rapture's big daddy tech), but there is really no evidence to indicate that.
Furthermore, Jack was born in 50s or 60s so he couldn't be Booker or Comstock. Jack's origins are pretty well documented, so there is really no way he could be either of those. As for Andrew Ryanovski, there is a chance he could be an alternate reality version of Anna (the timing would work out a little better for that), but again the evidence for that would be a bit sketchy.
The link between the characters might be more symbolic. In a sense, Comstock is Ryan. There are obvious parallels. There is always a man and there is always a city. If you think of the lighthouses as not all possible realities, but solely all possible Bioshock realities, then it makes sense that they'd be able to operate the bathyspheres. They man not be genetically linked, but they are the same archetypical characters.
