This and the average per Watt efficiency we have on the 28nm process.

If you mean by bottleneck the cpu, a Snapdragon 800 has a higher MIPS count than the 360's cpu. PS3's gpu delivers about 200 GFLOPS, so if like these benchmarks suggest Snapdragon 800 has doubled the nominal graphics performance you would likely be talking about 80-100 GFLOPS. Combine that with more algorythms etc. and it could really be faster. For example the A4-5000 delivers about 128gflops.
