I'm not sure what you're saying here.
An install isn't necessary to use the HDD for cache. The Xbox 360 will use the HDD for cache without an install.
Also, the installs being between chapters was done so you don't have a really long install at the start. I believe that trophy patch also let you do a full install instead of between chapters.
