If you're going to build a PC, it may be better to not restrict yourself to the $400 it will cost to buy a PS4 (I'd say between $500 to $700 could get yourself a good, mid-range PC, with the flexibility to improve it). When I built my PC I didn't put in a blu-ray drive to save money, and despite telling myself at the time that I would put one in later, I still haven't because so far I haven't really needed it.

My favorite part of PC gaming is the access to modding, especially if you're into RPGs. For example, being able to play Skyrim with unofficial updates, modified textures, lighting, weather, and personal modules (such as creating your own armor or NPCs) has dramatically increased the value of the game.

With that said, if $400 is already a lot to spend for you, and modding isn't really a big interest, you may as well just get a PS4.
