I'd say go for 600$ build at the lowest, real value usually starts appearing at that price range

660 ti/7850 + good i5 or a good FX cpu should get u good experience with games for the next 3-4 years atleast.

- Get a decent 50$ Powersupply, do not skimp on the PSU

- Cheap 4-8gb memory (doesnt matter what memory really, memory has very very tiny effect on overall performance so no reason to buy expensive)

- Decent Mobo (just get a good brand one, read some reviews before u decide which one)

- one decent 500gb HDD or 128gb SDD if u dont mind having less space.

Games are usually 20-50% cheaper even at launch on PC (EA/Activision games bit more expensive though)

oh yeah, and u don't have to pay 60$ a year to use the online service. So putting bit more money into it will still save you some dosh if u plan on playing for years on it.
