NPD is useless for Vita since Sony has said how many of their sales are digital in NA. 

Yes but how much of those digital sales are just for Indie and games like Retro City Rampage? No one knows exactly how much of that % make up for digital retail games like Uncharted. Could be 10%, could be 60%. We don't know.

Does it matter when you see full retail titles in the top 10 more than those small digital games?

When we don't have actual per-game numbers in terms of downloads or revenue? Absolutely. Plus even with the most optimistic read of the 30% number those numbers are still pretty ass.
