Tegra doesn't use Kepler, it's still fixed function. Why would Nvidia offer this to others without using it themselves?

because Tegra 4 is available now and Kepler isn't ready until next year.

well the mobile implementation isn't lol, and they are going to be using it in Tegra next year.
