First, "Cloud" is used in several ways.
#1. Remote Storage. Remote storage provides access to your personal profile anywhere, game saves, and game library. This really wasn't any different from the Xbox 360, just given a new coat of paint. The major difference is that retail-based, disc games will not be available to you online. So, I buy a game via a retail out, install it to my Xbox One, then go to a friends without the disc, I won't be able to play the game. I have to have the disc. Otherwise, all my downloaded games, including any DLC, will be available for me to download and play on any Xbox One.
#2. Distributed Computing. This won't change because of today's announcements. Any games that use the cloud will still use it if the console is connected, if not it won't. Consoles that are connected will have enhanced gameplay and features.
#3. Server-based Online Multiplayer and Persistent Online Gaming worlds. Neither of these will change because of today's announcements. Since these would require an onine connection if you don't have one you won't be able to play the game in the online mode. If you do, you will.
