They did ?
Well, then I can compare objectively.
Particule effects were amazing on Second Son. I like the graphical style a lot, and I do prefer a pretty graphics over hyperrealism.
That said, The Division backgrounds are less empty. The world feels more lively. The snow + wind effect looked freakin cool too. The UI (the watch) was amazing also, it feels realistic, professionnal, and easy to use. Clothes have a realistic look, and hair are avoided as every character has some sort of hat. The hero's beard, tough only texturing, is really well made too.
Back to SS, clothes are less rigid, facial animation is a real plus, and I think that's the greatest revolution over PS360 (A lot of cutscenes looked dumb on PS2 era, PS3 looked better but still lacked emotions, even on prerenderd cutscenes).
Again, particle effects and big animation makes everything. Just compare Fez's pixel art and Metal Slug's. Fez looks like the slug there.
So second son is the winner to me, despite the levels (or world) that will probably look empty.
Edit : Compared to The Division
