Depends.
If it's like Ocarina of Time 3D, with the game basically kept the same, with just a few tweaks to make it a little better and a fresh coat of graphical paint to make it look a touch nicer, then I'd prefer Kirby.
If it's more like Mario 64 DS, with added content and new gameplay features, then definitely Majora's Mask 3D. A perfect way to do it would be to create a "Master Quest" that was a little more varied - change up the story somewhat, modify dungeon layout and order, new overworld events, even new items and masks. Perhaps incorporate strong references to other Zelda titles into the second quest, such as revealing some connection between Majora and Ghirahim (or the four giants and Hylia, perhaps).
If the changes are going to be less dramatic, I'd rather see it done on Wii U, with major graphical upgrade and tweaks to suit Wii U functionality - most notably, Wiimote controls (I'd love to control Zora Link in water similar to the way that you fly in Skyward Sword). Let Kirby shine on 3DS.
