As to the article I don't know anyone who actually knows stuff about stuff who said PS4 is "a magnitude more powerful than the Xbox One". An order of magnitude is 10x, 2 orders of magnitude is 100x etc. There is simply now way anyone can claim PS4 can come even close to being 1 order of magnitude more powerful than Xbone. I doubt anyone credible has even seriously claimed 2x more powerful (I might be wrong).
I think the general consensus is that PS4 has more raw power. When it comes to putting a number on how much more power it's a question of being somewhere between 1% and 99% more powerful, whatever that means in tech geek terms. Being described as "comparable" probably makes it more like between 1% and 50%.
OTOH, if someone's asked the question about power, and you don't want to bite one of the hands that feed you then you are going to say "comparable" for anything that has similar superficial numbers like "8GB RAM" when if you drill down and look at real performance the difference could be substantial.
So the lesson here? "comparable" is a non-committal weasel word.
