The assertion made by this dev is true in that they definitely are comparable in terms of the tech/architecture being used. Unlike the 360/PS3 comparison where we had substantially differing designs we can now easily compare the PS4/XBONE. From all that we know they share identical CPU cores while the PS4 graphics chip has a significant raw power advantage (50%). The PS4 also uses faster ram (GDDR5 VS DDR3).
Having said that I expect that multi platform games will look comparable while running better on the PS4. So all in all wether people choose the PS4 or XBONE they will be just fine when it comes to third party games. When it comes to first party games I expect PS4 titles to look superior at the start of the gen and to increase that advantage later on but ultimately all the games will look great and it will come down to which company people prefer.
