For a hardware "engeneer", you seem to lack of, well, harware knowledge. "Over time" will never happen, and the reasons are quite clear. Rudimentarily explained to you:
1. The architectures of both gpus is basically the same gcn structure. If one gpu is idling 30-40% of the command chain, the other one is, too. Assuming both are programmed as close as possible on the silicon level, the PS4 gpu will always be more powerful than the XBox One gpu because there simply are more compute units.
2. The assumption in 1. is false right from the start, as XBox has more overhead due to Win8/DX11 footprints (which is totally cool if you simultaneously do Windows8 and XBox software). The PS4 has a direct command bus between cpu and gpu in hardware, the XBox has not. So PS4 wins hands down in getting graphics commands from a to b.
3. The PS4 has ONE memory pool, the XBox has TWO memory pools, one of which is rather small. The programmer has to permanently manage the two pools, if the esram is not used as a simple frame buffer. Contrary of what you think, programmers on the XBox do have to care (a lot) about the system archtecture if they want to profit from the esram pool.
Asuming both cpus are the same Jaguar combos, the advantage clearly is in the PS4 field. Whether third party software will use that advantage is, of course, an entirely different question. Assuming the quick buck always wins, I'd wager we won't see the advantage in the first games.
