Your Live account is suspended in this case, it isn't a ban. As it pertains to the 360, you'd still have access to your games. So I assume it would be true for the Xbone as well. And they suspend it because of the grace period they give you when a card is declined. After a month or so of "extra" Live time, you owe them money. A shitty policy but easily avoided by simply keeping your stuff up to date.
