They did answer the question, with a no-comment. Not answering the question means not responding at all.
It is odd that something you'd think was a no-brainer had to be initially responded to with a no-comment. But I doubt it'll amount to anything, even under certain circumstances if you are required to keep your console for a minimum period of time eventually you'll be able to sell your Xbone.
