i think it was a joke because even most eastern european countries have good internet for some time now if i'm not wrong (because their economy grows fast and internet is one of the things those countries improve first) and he knows usa isn't better or even worse but all the people in gaming forums are like "what's with eastern europe and africa, xbox one?" and many of them who say that come from usa.
