I don't have the source either, buy I remember something about MS saying that especial Xbox One would be given to the Military. Xbox One's that don't need online verification.

They are experimenting with codes to allow it for people like military members on duty. Nothing officially working though from what I can tell.

Still, that's a good thing. Having a plan is better than not having one.
