They most of the time gave him small teams with the newbies to test them (All KH except Birth by Sleep, 1 and 2), and almost all his staff was gone to dev for FFXIV while he was supposed to make FFvsXIII

No, the 2.0. When original FFXIV flopped, they took the staff from FFXIII and FFvsXIII to make 2.0 and don't loose too much money on FFXIV.

That's why FFXIII lacked content, and FFvsXIII was overdelayed.
