Can they even at this point? They have already made promises to developers I am sure.

I think they will probably try to. Especially after they heard the crowd at the sony Conference.

Microsoft clarified its position on Friday.  There were posts all over the place about it.

For you and anyone else, Microsoft's Xbox One games trade-in/resell policy

Trade-in and resell your disc-based games: Today, some gamers choose to sell their old disc-based games back for cash and credit. We designed Xbox One so game publishers can enable you to trade in your games at participating retailers.  Microsoft does not charge a platform fee to retailers, publishers, or consumers for enabling transfer of these games.

Well I missed it. So most likely, they will approve Gamestop to do this. I wonder if other stores that do used games will not be allowed anymore? Like Best Buy.

First, chastisment.  So, not fully informed about a subject, you proceed to post a thread that further spreads misinformation.  If you had linked to an article, so be it, that's someone else's fault.  The problem here is you stated your opinion (because you didn't really know) as fact, and subsequently have misinformed a great many others.

People don't need misinformation.  They need clarity.  Whether or not you like something, if you're going to start a thread about it at least be informed about the subject.

OT:  I don't think Microsoft or publishers are limited by retailers, only with the exception of those retailers that have an agreement with Microsoft to access the cloud service.  Because, when I take that disc-based game in, I need to be able to trade-in my license for the game in exchange for cash or some other item of value.
