Yes they are and I'm sure MS payed for most if not all of the development. That is fine with me since I think of it as a MS IP anyway and to get the whole saga you have to have a MS console anyway since Case Zero and Case West are only on XBLA and the Wii version of the first game is a poor substitute for the one on the 360.
