Yes I played with the GC controller. I guess I never knew exactly how to perform the move correctly to go up as Luigi spun.

You shouldn't try to move when he starts the animation, but when he's some frames away of finishing it. That way you can maneuver with the tornado to go wherever you need (But it's not as versatile as MetaKnight's). If you keep pressing B+Down you can levitate with it.
