Agreed I'm pretty sure they could have borrowed some people from Playgroud Games to help them implement a day/night cycle they made a pretty decent one for Forza Horizon.

I don't think this is true: Of course they are able to do so, in my opinion. The question is only why they didn't but that's not a question of capability, for sure. I guess it's time or even intentionally.
