Is the 3DS SD Card read speed slower than the cart read speeds?

It's packed in card is probably slower. If you want a fast SD card to put games on, I'd recommend buying a Sandisk Extreme Pro. It isn't cheap, but at least it's assured to be faster than the cartridge.
