Part of it is Sony and most developers seem to prefer to make announcements on a normal boring week. They get more hype as a result.
To announce a new game or show your trailer, etc. in the midst of 100 pieces of new information is a lost cause. You get drowned out--or at least have a dampened effect. Why compete for attention? Gain attention when nobody else is clammoring for it.
It's better to save your announcements for a dull week so you're the talk for a long while.
