You have to consider the amount of calculations. See, doubling framerate to 60fps form 30fps means poly-amout per frame is cut by half. 1080p-rendering is more than 4x the amount of calculations given many games this gen ran below 720p.
Also keep in mind many things we saw this gen were done by "tricks" - there were a lot of things which looked quite cool but would've been better if they were *really* calculated. Take, for example, shadows. There are still games where this is made so bad I could cry!
Again, textures. If you want a game to run at 1080p you better take care of good textures as it will be more obvious if they are low-res. Take Last of US - This game is a graphical masterpiece, yet sometimes the textures are really bad. It doesn't hurt the game in any way but it's obvious that ND couldn't keep the game on a standard throughout. This also shows in dropping framerates while playing.
The question is - what do gamers want? If you want 1080p60 for every game, be prepared that the jump won't be as high as many want. If you want better poly-models, better lighting, bigger worlds, better lod, better textures, be prepared for 720p or even less. With decent AA, this will still look good.
