What? If melee is your strongest attack but you can't get out of cover without having a large red sign over your head the natural thing to do is to wait in cover until someone walks by or is close enough to run him down since the video showed that 1-2 bullets wont be enough to stop a player.

I meant to say, "discourage camping". Anyway, there only two ways to use melee effectively: sneaking up behind someone, or rushing them from the front before they have the time to aim at you. Nametags won't be a problem in either case. In the former case, the player would be out of sight; and in the latter case, even if the player is seen, he would still be able to attack before being targeted.
Nametags does discourage melee, but only when trying to melee while both (a) visible to the enemy, and (b) too far away for a rush attack. However, in this case, melee would be pretty ineffective regardless of nametags.
