I find those numbers odd.
Sony's price seems too low, specially given that they go with GDDR5 which is expensive. Also we still don't know which HDD they will use or if the PSEye will be included or not, increasing the cost of the materials.
And MSoft seems too high compared to Sony. The CPU+GPU will probably cost the same for both, and they use chaper RAM. Yes, Kinect is included but does that alone justify the extra $50? I don't think so.
But it's Pachter, so we all know those numbers will be wrong.
