When you buy the game you are not buying the rights to the game, you don't own it, you own the right to use it, and if you sell it the liscence under which you purchased the game is removed and the new seller is responsible for royalties. It's called the first sale doctrine and by law means that the copyright holder has no say in what is done with that item after it's sold.
