these are just theories not facts and to support the theory further there are various BR royalty program http://www.one-blue.com/royalty-rates/ and sony being one of the founders of BR, it wouldnt be surprising if they got some kind of BR exclusivity for their console, as PS3 was one to the reason Sony wanted to develop BR, and it was because of PS3 that BR won the war against HD DVD.

the "games on blu-ray exclusivity for sony" was a rumour some weeks ago, you don't need a lawyer for that.

topware brang some game collections on blu-ray to pc but nobody bought them. 

blu-ray discs are more expensive, blu-ray drives aren't very widespread for pc and physical game sales are already low on pc with few excpetions.

there is just no reason to release games on blu-ray for pc. some games need multiple dvds because of too less space? that's right but since you install pc games and need only one disc as verification, there is no disc switching and with that, nobody needs blu-ray games on pc.
