Streaming to Vita will be no hassle at all to devs. L2/R2 are on the Vita's back touchpad, something that is calibrated by the Vita and therefor doesn't require any control changes. The Vita also has a front camera, which may work for PSEye related functions.
This is an amazing thing for both the PS4 and the Vita. Vita will not suffer as games will still come out for it and people will still buy those games. I have a PS3, but I play my Vita at home quite a bit. Not everyone has a constant internet connection outside the home, or a fast enough internet/ping rate in order to fluidly remote play.
This should be seen as an attractive feature that will increase the sales of both consoles.
Before the PS3 everyone was nice to me :(
