i couldn't quite figure the article out exactly.  is MS on the hook for $3B?  ..as in if by some change xbone sells 10 units total do they still owe AMD the 3B?  or is the $3B based on sales projections?

Well without seeing the actual contract it's hard to say but considering the fact that it's $3b+ I would say it a projection so could be more or less depending on how it does. I would imagine most of it would have been already spent on the R&D tho.
