I knew it would be that. Most of my friends complain from the same thing. I struggled at first, but I found a huge weakness. What I did was use Return to Sender and absorb a good amount of bullets then shoot directly at her ignoring everyone around her. The only flaw in the plan was that you run out of salts, but Elizabeth deals with that issue by giving some to you every once in a while. Every hit dealt a very noticeable amount of damage. I played on hard and managed to beat her only dying once (the first time). I kind of agree though it was somewhat cheap and annoying.

its one of my biggest gripes about the game too. the save points sometimes suck also
