It doesn't matter. If Microsoft is going to go full force with this for publishers it will happen on Sony's console to. However people will gloss over the fact that Sony is hiding behind the "it's up to the publisher's" schtick even though Sony has to build the system to make it work and give the OK to have it on their system.
