This seems fine to me.
Without this - there is no real incentive for Ninty to make a "mega" online game - and continue to develop content for it.
My guess is that Animal Crossing (online) will be the first game to do this. It may have a single player component - but it may cost a few points to play online for a period (say a month).

This won't be for *normal* games - that just have online play. Mainly for persistant ones.

My guess is they have been wondering how to keep building their revenue base - and have enviously been eyeing off WoW - with almost 200m in revenue a MONTH.
Its also the introduction to the most obvious (persistant) online games from Ninty:
- Animal Crossing online
- Pokemon online (you know the next DS will allow you to play online on the same game as well - maybe even the DS 1)
- Zelda online??
