Considering that Gamestop's CEO, I think, was blowing rainbow color snot for the console a few months back, I think they knew about this before hand. I say this since used game sales represent a big chunk of their revenue. So I think Microsoft is offering them something in return for the lack of used games sales. I think Gamefly will not carry the games.
My guess is Microsoft will inflate the MSRP on the console and games to allow retailers to get more money from the sales in return. Digital content for the PC and PS3/360 was suppose to kill these chains, but the console makers came out with cards that these can sell so that the customer who don't like putting their credit card information online can, and provide an alternate revenue stream for them. I expect something simular.
