PS4 is not only the most powerful, but it will be the easiest platform to develop for. It will also work without an internet connection unlike the Xbox One. This is a huge plus in foreign countries.
The most powerful console never wins is a huge myth. There are tons of other factors that come in which are price, brand strength and game library. PS4 will be competitive on all fronts this gen and the will even launch at the same time.
