Are you saying overall sales or the sales of the PS3 version? Because if you mean the latter, then the Xbox version would have sold a lot more if it was an Xbox exclusive as well.
And if you mean the former... then definitely not.
Of course it was justified. It was a good decision based on the lower PS3 sales.
