Both, i depends on what games, but I think developing zero games for Wii U is more stupid then smart.
Yes, most EA games won't sell well on a Wii U, but Wii U is so similar to the PS3/360 that it's stupid not to include Wii U on it's list of platforms to sell MP titles on. Realistically, no Madden or FIFA won't hurt Wii U much, but not making these games for Wii U is still a small loss for both EA and Nintendo.
However not making any Wii U exclusive games, or making Wii U versions of PS4/Infinity franchises (like Mass Effect Next) might be a smart move. These games might not well well on Wii U, and might not be worth the cost.
